It's not really rising and the dough is too wet

The dough was kinda wet and I was a little worried about making too thick, how thick should it be? Is the dough supposed to be wet? It's not really rising

Supposed to rise in the oven while baking. I make a similar cheesy biscuit from a combination of an Ina Garten recipe (https://www.foodnetwork.com/recipes/ina-garten/buttermilk-cheddar-biscuits-recipe-1943876) and a copycat Red Lobster recipe that adds Old Bay Seasoning (https://www.ihearteating.com/copycat-cheddar-bay-biscuit-recipe/) any of these should be super easy to make and not too wet. ps: once cut into shapes, they can easily be frozen and baked to order!
