It's not really rising and the dough is too wet

The dough was kinda wet and I was a little worried about making too thick, how thick should it be? Is the dough supposed to be wet? It's not really rising

Supposed to rise in the oven while baking. I make a similar cheesy biscuit from a combination of an Ina Garten recipe ( and a copycat Red Lobster recipe that adds Old Bay Seasoning ( any of these should be super easy to make and not too wet. ps: once cut into shapes, they can easily be frozen and baked to order!
