If using dried rosemary in this, be sure to crush it with a mortar and pestle, or rub it briskly between your palms, to release the fragrance in the rosemary into the fresh fig, walnut and rosemary upside-down cake. This will improve the flavor immeasurably - especially because rosemary is such a potent herb when fresh. ;o)
Typically when I substitute dried herbs for fresh herbs, I use a 1:3 ratio -- the amount of dried herbs should be 1/3 the amount of the fresh herbs.
So if you need to make a quick decision about how much to use, I would use 1/4 tsp. (or maybe just a tiny bit more) for each of the teaspoons of fresh rosemary called for in the recipe.
