I made the rough puff pastry, but it didn't puff up when I used it in a recipe. I am wondering why?

I'm wondering if your oven was hot enough. Puff pastry needs a really hot oven, so it can form the steam, which makes the dough rise. What temperature was your oven set at?

The oven thermometer said 400. The recipe I was using said to bake for 20 minutes. It took more than 30 minutes for them to even brown.
