I had such a problem with my sugar snaps this year, in that most of them got very hard and stringy. I pulled the plants out (they can't survive anyway in the intense dry heat and bright sun we had at the time), along with all the tough snap peas still attached. Since then, I've discovered a marvelous recipe for a Mediterranean braised string beans, which calls for simmering the beans gently with 1/4 teaspoon of baking soda for about 10 minutes before braising. It works wonders on softening up the tough late summer beans. I'd try that!
I'm still looking for suggestions on how to prevent them from getting that way in the first place . . . . . More water? A problem with the soil?
