Any fit short ribs in single layer to braise

What should I do if I can’t fit short ribs in a single layer to braise? Ok to double up? Ok to fully submerge ribs in braising liquid? Thanks!

If you can't fit all the shirt ribs in one layer of one pan, use two pans or divide in half and braise in two sequential batches.

BTW, if you fully submerge the meat, the technique becomes stewing, with different results.
