Aining - look at the coffee chiffon cake recipe at fooddelicacy.com for a help in ingredients. That cake uses 150g flour and also uses 120 ml water or milk. As the one posted at food52 uses 80g flour, about half, I would use 60 ml water or milk.
I find similar cakes use 2 tsp coffee powder for a recipe using 150g flour. So I'd use about one tsp for this cake made with 80g flour. In baking, I find instant coffee powder and ground coffee (including espresso) both work well.
