Does this clear skin get chewy after it is steamed? D??

I have tried a similar recipe but had less water. It was so chewy that I had to pan fried then so it is not so chewy that my son can chew it. Is this one chewable after it steamed?

I think the clear skin is going to be chewy since it is mostly potato starch and a small amount of tapioca.
