I'm sure this is just three eggs. The other ingredients are written very plainly with almost zero description ("cheese" and "hashbrowns" for example) so the author probably just fat fingered the ingredient unit when he entered the recipe, maybe he was going for 3 "pieces".
This makes a 10" pizza. Looking at the author-provided photo it looks like something that might have 3 beaten eggs on top. More eggs wouldn't make any sense.
Recipe was written before food52 asked for how many people each recipe served. However, one of the key words at the bottom says “serves a crowd.” So go by eye, enough egg for this size pizza and to serve many people. (Packets must be from a country where eggs are sold that way - your guess for dehydrated as good as any, unless the recipe author sees this and answers.)
