Can the base be used to make a sweet custard pie?
Omitting all of the savory ingredients, could I add sugar, a bit of salt and vanilla to the egg, flour, cream and milk mixture to make a dessert ?

If however you use a quiche filling recipe with a little added sugar and flavouring, you may get one heavier on egg and milk than is usual or desirable.
For a sweet custard filling, I would either go to Michael Ruhlman book, Ratio, which has basic proportions for many dishes, or to an existing sweet custard pie recipe for tested proportions of ingredients.
There are many on this site and elsewhere- basic, chocolate, various fruit custards.
