Hi sir / madam I do want to know whether we could use milk for making white chocolate at home instead of milk powder.

No. The texture of white chocolate comes from the cocoa butter. Adding liquid would either break it (fat and liquid don't play nicely together) or make it into more of a paste or ganache-type substance.
