Would a regular muffin pan work for this as well or does the shape of a popover pan play a role in the outcome, other than just the shape?

Yes a muffin pan works (haven’t done it myself but yes seen it done).
Things to keep in mind:
• fill muffin cups 3/4 high with batter
• you may need more cups than specified in original
• baking time may be less as the muffin ones will be smaller
• shape - the muffin one will not puff up as high as the ones from popover pans because they are shallower and have slanted not straight sides
• still worth doing - will taste good and absorb flavors of toppings like gravy.
