Short answer: yes, multiply recipe by 6. That's what a restaurant/catering kitchen would do (actually they would start with a recipe for a larger yield anyhow).
Caveat: the main limitation will be having a burner on your stove large enough to evenly heat up the pan you are making the bearnaise sauce in. In a professional kitchen the cook might end up making bearnaise/hollandaise sauces in multiple pans on multiple burners simultaneously and combining the results at the end to reach the desired amount. Restaurant burners are often larger and can evenly heat up larger pans too.
There is no way I could successfully make bearnaise for 25 people in one pan in one go on my standard residential electric range. I'd definitely have to make it in 2-3 batches.
Best of luck.

Agree with what you 702551 wrote. For Jimmy, if you have the time and resources. Also check out a recipe designed for professional chefs or caterers. There are recipes cooking 50 of 100 portions. Then compare that one - scaled for 25 - to the one for 4 multiplied by 6. Sometimes the seasonings, other ingredients or cookings times are not perfect multiples.
Sources for professional recipes - cookbooks or cooking schools. Or even kindly caterers. I’ve sometimes found recipes for 50 id 100 online, but couldn’t for thus sauce.
