What can I cook with sugar and milk?

Stovetop pudding-- just add cornstarch and some kind of flavoring (vanilla, almond, lemon zest, cinnamon etc.). For me it's one of the ultimate comfort foods.

Hot sweet milk! If you add eggs, you get custard; if you add rice, you can make rice pudding, or adding some toast is the wonderfully comforting food known as milk toast.

Dulce de leche IMMEDIATELY came to mind when I read "milk and sugar." This stuff is my kryptonite.
