A question about a recipe: Mr. L's Mashed Potatoes

I have a question about step 3 on the recipe "Mr. L's Mashed Potatoes" from La452. It says:

"Boil until the potatoes are very soft, then drain them and put them back in the pot - garlic and peppercorns and all. Let them sit and steam for about 5 minutes."

For about 1.5 to 2.0 pounds of potatoes it will take about 15 to 20 minutes to cook after they come to a boil.
How long to come to a boil depends on our cooking utensels, your stove and if you are at sea level or altitude. Have a great dinner party!
