Is organic powdered sugar vegan? (not filtered through bone char)

Specifically, the Whole Foods 365 organic powdered sugar... I heard it was against USDA laws to use bone char to filter sugar so I am just looking for a straight answer

The USDA prohibits the use of bone char for production of USDA Certified Organic sugar of any type. So, as long as your sugar is USDA Certified organic, it is vegan.

The Wholesome Sweeeteners brand is. I don't know about the USDA law in regards to bone char.
