Many ways. You can wrap with foil and stuff with herbs, salt it and bake it.
You can also get a box of kosher salt and make a mix of salt and egg whites and make 'dome' of salt around the fish and cook it. http://www.macheesmo.com/2010/04/red-snapper-in-salt/
Any more details? Like what type and size of dish...and are you firm about baking it?
I like steamed whole fish..stuffed with garlic and ginger and lemon, a bit of soy sauce and sesame oil..and steamed and then christened with hot oil and red pepper flakes right before serving.
