Can this be completely made ahead -- either by several hours or even a day?

I'm not sure. You can make the broth several days ahead. I've only ever made the passatelli fresh. They are like a delicate dumpling, so I'm afraid they would fall apart if left in the broth. I will double check with my mom tomorrow. She knows better.
