Potatoes in potato casserole wont cook. Baked at 350 for 30 min. Then again at 400 for 20 min. And theyre still raw. How can i get them to cook?

Kinda cooks a small amount at a time; but over cooks the cheese and everything else.

Basic potato casserole, just didn't have hashbrowns so we used raw potatoes, put them in without pre cooking. Now just not wanting to throw it out. There has to be a way to get them to fully cook.
