"Carefully fold the dough in half and then in quarters to transfer to a pie dish or parchment-lined sheet pan." I don't understand this bit. Could...

... someone please explain? Is this just to help with the transfer of the dough and then it has to be unfolded before ladling the strawberries on top

Yes. Some find it easier to transfer pie dough when it is folded this way, especially to a pie dish - the "point" can be placed in the center of the dish & when the dough is unfolded it is centered perfectly. For a crostata, however, I find it just as easy to roll the dough around my rolling pin & unroll it onto the parchment - no worries about centering the dough.
