I think this recipe should be written with double the ingredients, if it is to have 2 layers...would that be correct? Also if each layer has to be...

... refrigerated for at least 3 hours or overnight, it seems like the prep time should be changed to reflect that. Thanks.

Yes, Jane. The recipe reads that way to me, too.
Ingredients and directions are basically for one batch/one flavor (with an allusion to a second flavor).
Then near end, you get three flavor variations EACH of which requires a base recipe of nougat and the addition ingredients (choc, strawberries, etc) to make the desired new flavor.
