A question about a recipe: Jim Lahey's No-Knead Pizza Dough

It's been 17 hours and there has been no change in size or texture, is this normal?
Thanks

If the room has been chilly, the recipe states that it can take longer than 18 hours. Give it another few hours and poke it to see if the dent stays. At the very least, you should see bubbles in the dough. If you don't, the yeast might be dead.

Do you know will adding sugar help the yeast grow.

At this point, sugar is not going to help. Sugar has to be dissolved.

If it's cold in your kitchen, try putting it in the oven with just the light on.
