I am confused with this recipe. Does the confectioners sugar go in the dough? When the title says “for the dough” please only put what goes in the dough.....is that butter, cream cheese and flour? What about the confectioners sugar....is that just to use when you’re rolling out the dough?

Sounds to me like you roll out dough in the powdered sugar/flour mix - sprinkling it on as you roll to get to the correct proportions?
