Can I make a simple syrup with finely ground lavender?

That sounds delicious. All I have is ground and I’m curious if it’s possible to make a simple syrup with the ground rather than whole buds.

Make the infusion using the powdered lavender and a very weak sugar syrup. Drain through a paper coffee filter. Once drained, taste and increase sugar if wanted.

Or another method.
Make a lavender tea with water and the ground powder, strain, then dissolve sugar in it to make lavender syrup.
