Candied citrus peels are a type of candied fruit. The process of candying fruits depends on what fruit you're working on. You can't use the same set of directions for everything all the time.

Let your ingredient dictate your research. People have been candying fruit for centuries and there are plenty of methods out there. Note that there may be varying techniques and end results not just for the base ingredient but also by region. So how ____ is candied in China might be different than how the same ingredient is candied in England or Oklahoma.

The Chinese have been making tanghulu since the Song Dynasty (13th century) maybe even earlier.

This is unsurprising since China is one of the oldest and most advanced civilizations in human history. They have been practicing mastery of vital culinary techniques such as food preservation for millennia.

Candying is just one of many food preservation techniques that removes water from a food product (replacing it with sugar), the moisture being a key factor in spoilage; other techniques are salting, smoking, dehydration.

Note that China has a long distinguished history in these types of food preservation techniques. They have been brewing soy sauce for 2200 years which is actually a more advanced fermentation -- a process developed long before the common knowledge of the existence of microorganisms.

Anyhow, yes, the Chinese been candying for a while.
