You can, of course. However, I prefer to use a silicone baking sheet as a liner instead. You can purchase them is a variety of sizes to fit baking sheets and pans. Those replace parchment and the need to grease a baking pan.
Theoretically, one shouldn't have to butter a non-stick baking scone pan. That said, if the pan had an intricate design in it, or I otherwise might be concerned about whether the scones would release cleanly, I'd probably butter the pan. After all, a little butter isn't going to do any harm, and might even make the outside edges a bit tastier. ;o)
