In the recipe, it says to put the oven racks on top and the middle but not why the top

Also, not sure what to do with the garlic if making for Passover and not using bread.

The top rack is to be able to broil the chicken for a couple minutes at the end, if you desire a more crispy skin. Spread the garlic on matzo, or add to couscous, or rice - does that make sense?
