Can these be frozen - before baking or after?

I've never encountered any sort of citrus zest that kept all of its fresh vibrancy after a stay in the freezer.

I'm sure cookies made from frozen dough will be edible but the zest will likely have less appeal. Your call whether or not you are okay with the lessened citrus aromas.
