What's the best way to make the dough ahead and bake up fresh in the morning?

I would do the entire process up to step 10. Form the buns and arrange them in a greased pan. Then cover the pan with a greased piece of plastic wrap and place in the fridge overnight-- 8-12 hours, 12 hours being preferable.
In the morning, take the pan out of the fridge and let rise, covered, for 1-2 hours at room temperature until the buns have doubled their original size (the size they were before going in the fridge)-- taking a photo of the rolls before they go in the fridge can be helpful.
Then, bake and enjoy!
