I’ve always been told to begin boiling potatoes in cold water. Your video shows otherwise. So have I been misinformed all along?

From what I've seen, it really depends on the recipe, and will depend on the size you've cut them and how much you want them to stay intact. For this recipe, already boiling water works well!
