Is it safe to eat packaged dried mushrooms

I have a small bag of Melissa's Dried Oyster Mushrooms. I was wondering if I was able to just throw them into a bowl of ramen, or eat them by themselves. The back of the package talks about letting the mushrooms soak before use, but I was wondering if it was necessary. I couldn't find any good answer on whether it was safe to eat or not.

It’s probably not unsafe, but you should still soak them first. Soaking will soften the texture and produce a broth that you can add to your ramen. You will also have to rinse the mushrooms after soaking because dried mushrooms can be very gritty.
