Structurally, yes, the matzo cake meal works as a replacement for the flour.

Is the baking powder in the recipe also suitable for Passover? It’s iffy or a grey area - some allow and some don’t.

If your family or guests don’t use baking powder during this holiday, omit it and you may want to use one more egg for this amount of flour and to make sure the cake is light in texture.

If you don’t want to risk a cake with adjustments, there are many good tried and true Passover recipes for similar apple cakes. See, for ex, ones by BBC Leite’s Culinaria or Martha Stewart Cooking.
